		<description>I second a cfvideo tag.  Tools could be open-source such as ffmpeg or mplayer/mencoder.  Like you said, just feed it some params and video gets converted.  Something needs to be done, however, to make sure file uploads are not limited, and could resume from transcoding errors and whatnot.</description>
